These records document Governor Edwin P. Morrow's role as chief executive in the apprehension and arrest of fugitives from justice. Included are letters from local officials and others asking the governor to issue offers of rewards for the apprehension of fugitives; occasionally the governor's signature is included to authorize the reward. An accompanying envelope lists name of fugitive, type of offense, and amount of reward.
